Në mbështetje të Kapitullit VI neni 43,
paragrafit 1 të Ligjit Nr. 05/L-132 për
Automjete (GZ Nr. 15, me datë 11.05.2017),
nenit 8, nënparagrafit 1.4 të Rregullores Nr.
02/2011 për Fushat e Përgjegjësisë
Administrative të Zyrës së Kryeministrit dhe
Ministrive e ndryshuar dhe e plotësuar me
Rregulloren Nr. 07/2011 (22.06.2011), nenit 38,
paragrafit 6 të Rregullores së Punës së Qeverisë
nr. 09/2011 (Gazeta Zyrtare nr.15, 12.09.2011),
duke ju referuar Vendimit të Qeverisë
Nr.02/132 të datës 16.02.2017, për miratimin e
Aranzhimeve lidhur me zbatimin e

Neni 1
Qëllimi

Ky Udhëzim Administrativ ka për qëllim
rregullimin e kushteve dhe mënyrave të

Pursuant to Chapter VI article 43 paragraf 1 of
the Law No. 05/L-132 on Vehicles (OG No. 15
dated 11.05.2017), Article 8, subparagraph 1.4
of the Regulation No. 02/2011 on the Areas of
Administrative Responsibility of the Office of
the Prime Minister and Ministries, as amended
and supplemented by Regulation no. 07/2011
(22/06/2011), Article 38, paragraph 6 of the
Regulation No. 09/2011 of Rules and Procedure
of the Government (Official Gazette No. 15,
12.09.2011), referring to the Decision No.
02/132 of the Government, dated 16.02.2017,
on the adoption of the Arrangements regarding
the implementation of the 2011 Agreement on
the Free Movement, and of 14 September 2016
concluded in Brussels,

Article 1
Purpose

This administrative instruction is to regulate the
conditions and manners of registering motor

Na osnovu Pogljavle VI član 43 stav 43 Zakona
Br. 05/L-132 o Vozila (SL br. 15, od
11.05.2017), član 8, tačka 1.4 Uredbe Br.
02/2011 o oblastima administrativne
odgovornosti Kancelarije premijera i
ministarstava, izmenjeno i dopunjeno Uredbom
br 07/2011 (22.06.2011) člana 38. stav 6.
Poslovnika Vlade Republike Kosova br.
09/2011 (Službeni list, br. 15, 12.09.2011),
pozivajući se na odluku Vlade br. 02/132 od
16.02.2017, za odobravanje Aranžmana koji se
odnose na sprovođenje Sporazuma o slobodnom
kretanju, od 2011 godine i od 14 Septembra
2016 postignuto u Briselu,

Član 1
Svrha

Ovo administrativno regulisanje ima za cilj da
uslove za registraciju motornih vozila i drugih

regjistrimit të mjeteve motorike dhe mjeteve
tjera bashkëngjitëse me targa (KS).

Neni 2

1. Të gjitha mjetet të cilat janë regjistruar në
Kosovë dhe kanë marrë targa KS, mund ta
vazhdojnë regjistrimin e mjetit me targa KS
ose RKS, si në vijim:

1.1. Për vazhdimin e regjistrimit të këtyre
mjeteve zbatohet legjislacioni përkatës në
fuqi për Regjistrimin e mjeteve;


1.2. Me rastin e vazhdimit të regjistrimit të
mjeteve që posedojnë targa KS, QRA do të
lëshojë certifikatën e re, për të cilën pronari
duhet ta paguajë shumën e përcaktuar me
vendimin mbi tarifat.

Neni 3

1. Të gjithë pronarët e mjeteve që posedojnë
targa të ish RFJ-së të regjistruara në Kosovë
para 10 qershorit 1999, mund t’i regjistrojnë
automjetet e tyre me targa KS ose RKS bazuar
në legjislacionin përkatës në fuqi, për
Regjistrimin e mjeteve.

2. Mjetet e regjistruara para datës 10 qershor
1999, duhet të konsiderohen si ri-regjistrim dhe
vehicles and other subjoined vehicles with
(KS).

Article 2

1. All vehicles registered in Kosovo and which
have obtained KS registration plates, may
extend the registration of vehicle with KS or
RKS registration plates as follows:

1.1. To extend the registration of these
vehicles the relevant legisaltion in force for
Registration of Vehicles shall be
implemented;

1.2. Upon extension of registration of
vehicles in possession of KS registration
plates MVRC shall issue a new certificate,
for which the owner shall pay the amount as
specified with the decision on tariffs.

Article 3

1. All owners who possess former FRY plates
registered in Kosovo before 10 June 1999 shall
register their vehicles with KS or RKS plates
based on the relevant legisaltion in force for
Registration of Vehicles.


2. Vehicles registered before 10 June 1999 shall
be considered as re-registration and payments

Član 2

1. Sva vozila koja su registrovana na Kosovu i
imaju KS tablice mogu produžiti registraciju
vozila sa registarskim tablicama KS ili RKS,
kako sledi:

1.1. Za produzenje registracije ovih vozila
primjenjuje se zakonodavstvo na sanzi za
registraciju vozila;


1.2. U slučaju produženja registracije vozila
koja imaju tablice KS, OCRV-a će izdati
novi sertifikat, za koju vlasnik mora platiti
utvrđeni iznos po odluci o tarifi.


Član 3

1. Svi vlasnici vozila koji poseduju tablice iz
bivšoj SRJ-a registrovana na Kosovu pre 10
juna 1999. godine, mogu da registruju vozila sa
KS ili RKS na osnovu zakonovadvstva na snazi
za registraciju vozila.


2. Vozila registrovani pre 10 juna 1999 smatraju
se kao ponovna registracija, a uplate te

pagesat e këtyre regjistrimeve duhet të jenë
konform vendimit mbi tarifat, duke përfshirë
targat, certifikatat, taksat komunale,
administrative, rrugore dhe ekologjike.

Neni 4

1. Për regjistrimin e mjeteve me targa KS apo
RKS, për pronarët e mjeteve që posedojnë targa
të ish RFJ-së apo të ngjashme, pas datës 10
qershor 1999 deri më 14 shtator 2016, kërkohen
dokumentet si në vijim:

1.1. Certifikata e regjistrimit të mjetit,
origjinale;

1.2. Certifikata e rregullsisë teknike;

1.3. Polica e sigurimit;

1.4. Kopje e dokumentit të identifikimit e
Republikës së Kosovës dhe patentë shoferi i
vlefshëm;

1.5. Dëshmia mbi pagesat e taksave
komunale administrative, rrugore dhe
ekologjike;

1.6. DUD-i doganor i Republikës së
Kosovës pa obligime doganore.


for these registrations should be according to
the decision on tariffs, plates, certificate,
municipal, administrative road and ecologists
taxes.

Article 4

1. For registration of vehicles with KS or RKS
plates, for owners that possess former FRY
plates or similar, after 10 June 1999 until 14
September 2016, are required the following
documents:

1.1. Vehicle registration certificate the
original;

1.2. Certificate of Technical regularity;

1.3. Insurance Policy;

1.4. 1.4 Copy of identification document
Republic of Kosovo and the valid driving
license;

1.5. Proof of payment of municipal,
administrative, road and ecologists taxes;


1.6. Customs SAD of the Republic of
Kosovo without tax obligations.


registracije treba da budu u skladu sa odlukom o
tarifi, ukjljučujući tablice, sertifikat, opštinske,
administrativne, putne i ekološki tarife.


Član 4

1. Za registraciju vozila tablicama KS ili RKS,
za vlasnike koji imaju tablice bivše SRJ ili
slično, nakon 10. juna 1999. do 14. Septembra
2016., potrebni su sledeći dokumenti:


1.1.Sertifikata registracije vozila original;


1.2. Sertifikat tehničkih tačnostih;

1.3.Polisa osiguranja;

1.4. Kopja identifikacionog dokumenta
Republike Kosovo i važeću vozača dozvola;


1.5. Dokaz o plaćanje opštinskih poreza,
administrativnih, putnih i ekološki tarife;


1.6. Carinski JCD Republike Kosovo bez
carinskih obaveza.

Neni 5

Me rastin e regjistrimit të mjetit me targa KS
apo RKS nga targat e ish RFJ-së, pronari i
mjetit obligohet që këto targa dhe certifikatën e
regjistrimit të mjetit, t’i dorëzojë në QRA-në ku
e bën regjistrimin.

Neni 6

Nuk lejohet përdorimi i dy palë targave KS dhe
RKS për të njëjtin mjet.


Neni 7

1. Për ndërrimin e targave nga RKS në KS,
regjistrimi vlen deri në skadimin e afatit të
regjistrimit me targa RKS.


2. Për ndërrimin e targave nga RKS në KS,
pronari i mjetit do të paguajë ndërrimin e
certifikatës së regjistrimit të mjetit dhe targat.


3. Me rastin e ndërrimit të targave nga RKS në
KS, pronari i mjetit obligohet që numrin e
targave ta ndërrojë në policën e sigurimit që e
posedon.


Article 5

When registering vehicle plates, KS or RKS
from plates of FRY the owner of vehicles is
obligated to hand over these registration plates
and the vehicle registration certificate to the
MVRC where is registering the vehicle.

Article 6

The use of two pairs of registration plates KS
and RKS for the same vehicle shall not be
allowed.

Article 7

1. For changing registration plates from RKS to
KS, the registration shall be valid until the
expiry of registration period with RKS
registration plates.

2. For changing registration plates from RKS to
KS the owner of the vehicle shall pay for
changing the vehicle registration certificate and
registration plates.

3. When changing registration plates from RKS
to KS the owner of the vehicle is obliged to
change the number of registration plates in the
insurance policy he/she possesses.


Član 5

U slučaju registrovanja vozila sa tablicama KS
ili RKS iz tablica bivše FRJ-a, vlasnik vozila je
dužan da ove tablice i sertifikat za registraciju
vozila preda u OCRV-a gde obavlja registraciju.


Član 6

Ne dozvoljava se upotreba dve vrste tablica
KS i RKS za isto vozilo.


Član 7

1. Za izmenu tablica sa RKS u KS, registracija
važi do isteka roka registarskih tablica RKS.



2. Za izmenu tablica sa RKS u KS, vlasnik
vozila dužan je da plati izmenu sertifikata o
registraciji vozila i tablica.


3. U slučaju izmene tablica sa RKS u KS,
vlasnik vozila dužan je da broj tablica promeni
u polisi osiguranja koju poseduje.

4. Në rast se pronari dëshiron ta regjistrojë
mjetin e tij nga targat e ish RFJ-së ( PZ,PR, GL
etj.) në KS apo RKS, dhe nuk i posedon targat e
RFJ-së ose certifikatën e RFJ-së, atëherë pronari
është i detyruar ta sjellë raportin policor.


5. Të gjitha mjetet e regjistruara sipas këtij
Udhëzimi Administrativ i nënshtrohen procesit
të verifikimit, dhe gjatë kësaj periudhe kohore
të verifikimit mund të pajisen me targa të
rëndomta.

6. Vazhdimi i regjistrimit të këtyre mjeteve
sipas këtij Udhëzimin Administrativ nuk mund
të bëhet pa përfunduar procesi i verifikimit.


7. Procedura e verifikimit të mjeteve të cilat i
plotësojnë kushtet për regjistrim sipas këtij
Udhëzimi Administrativ rregullohet me akt
nënligjor që nxjerret nga Drejtori i Përgjithshëm
i Agjencisë për Regjistrim Civil.

8. Çdo çështje tjetër lidhur më regjistrimin e
mjeteve që nuk është e rregulluar më këtë
Udhëzim Administrativ rregullohet më
Udhëzimin Administrativ për Regjistrimin e
Mjeteve.

9. Ndërrimi i pronarit për mjetet e regjistruara
sipas këtij Udhëzimi Administrativ mund të

GL etc.) to KS or RKS and is in no possession
of FRY registration plates, or FRY certificate
then the owner is required to bring a police
report.

5. All vehicles registered according to this
administrative instruction are subjected to
verification proces and during this verification
period they may be equiped with ordinary
plates.

6. Extension of registration for these vehicles in
accordance with this administrative instruction
cannot be undertaken without completion of the
verification process.

7. Verification procedure for vehicles that fulfill
registration conditions according to this
administrative instruction is regulated by a
sublegal act which is issued by the Director
General of the Civil Registration Agency.

8. Any other matter related to vehicle
registration that is not regulated by this
Administrative Instruction is regulated by the
Administrative Instruction on Vehicle
Registration.

9. The change of the owner for the vehicles
registered according to this Administrative
4. Ako vlasnik želi da registruje svoje vozilo sa
tablice bivše RFJ-a ( PZ, PR, GL, itd .) u KS ili
RKS ili ne poseduje tablice i sertfikat bivše
RFJ, onda vlasnik je dužan da donese izveštaj
policije.


5. Sva vozila registrovana u skladu sa ovim
administrativnim uputstvom podležu procesu
verifikacije i tokom ovog perioda za verifikaciju
mogu biti opremljena običnim tablicama.


6. Produženje registracije ovih vozila u skladu
sa ovim administrativnim uputstvom se ne može
izvršiti pre završetka procesa verifikacije.


7. Procedura verifikacije vozila koja ispunjuju
uslove za registraciju po ovom
Adminsitrativnom Uputstvu regulišu se
podzakonskim aktom kojeg izdaje Generalni
Direktor Agencije za Civilnu Registraciju.

8. Svako drugo pitanje vezano za registraciju
vozila koje nije regulisano ovim reguliše se
Administrativnim Uputstvom o Registraciji
Vozila.


9. Promena vlasnika registrovanih vozila
shodno ovom Administrativnom Uputstvu se
